Yes, they'd definitely be withdrawals/fails for you. These aren't "Transfers" in the very specific ESFA sense. Transfers are *only* learners moving from one learning aim to another learning aim (or standard) at the same provider (within 120 days, if we're being very pedantic).

Transferring Learners to a new provider

We are potentially looking to transfer a cohort of learners to another provider that we do some work alongside.
My understanding is that any learner that we transfer over would go down against our withdrawal rate even with the withdrawal reason as 'Code 2 Learner has transferred to another provider' as they are being withdrawn from our programme/ILR.
Would anyone be able to confirm this or point me in the direction of some information documents around Transfers.
