I understand when you return a learner from a break they would return to the same duration on programme. Though if the programme was to be extended would you also recalculate the OTJ hours up to the new duration on programme.

Yes, if there are sound reasons for extending the programme after a break, it is acceptable to do so. But, as you say, you need to recalculate the OTJ if you do.
