Breaks in Learning

Looking fo some advice here.
In regards to Breaks in Learning and the Funding Rules I note that employers should agree to the BiL being put in place.
"P268.2 The decision to take a break in learning, the reason for the break and its expected duration must be agreed with the employer. This could include medical treatment, parental leave or leave for other personal reasons."
What recourse is there if the employer does not agree to a BIL being put in place?

A rule is a rule I'm afraid. We reject any that don't have employer evidence.
