FRM37 Issues

Has there been any further clarification on the FRM 37 issue?
I have apps on a typical 18 month program, followed the calculation on the OTJ APP Guidance 23/24 V.5
Example shown in point 84. gives a min hours of 418 when rounded, which is what we currently get and have recorded in the ILR, however when I use the ESFA OTJ calculator, it is saying 423 hours are needed. This just does not make sense at all... also it has not pulled through on the report the whole provision just 12? all with the same ... but others that started around the same time are not flagged, I have to admit this one has me stumped. The PDSAT report 24A-203 is blank ...
Any clarity would be greatly appreciated.

Do the dates for the 12 include 29/02/2024, but the others don't?
The leap day could be pushing the rounding from rounding down to 418 to rounding up to 423.
