Bursary Evidence Required

We currently have a 16-19 Study Programme contract and wish to clarify what "sufficient evidence" is required for the bursary.
We currently collate all appropriate evidence from learner, parent and guardian/carer etc at the beginning of the programme to ensure that the learner is eligible or not. We then ask for the learners to bring in their receipts for travel and food weekly before issuing their funds. We generate a receipt slip for their bursary each week that ties up with these receipts.
My question is do we actually need the daily/weekly receipts for travel and food? As this is proving to be very challenging to obtain from our 16-19 learners, and the cost to our business is a lot higher than the 5% admin allocation fee. Or are the weekly slips to show how much they have been issued be sufficient? Linked to attendance of their course/programme.
We pay the learners cash, they initial and sign a receipt slip which states how much travel and free meals they are being paid for, but only based on the receipts that bring in.
