Merger transfer query

Hi, I was wondering if anyone can clarify something for me. We recently went through a merger, and as advised by the ESFA our learners remained on the old ILR for 23/24. Their end date will be 31st July and then they will be moved to the new UKPRN ILR from 1st Aug. Is the example below how other people have coded the transferred due to merger? The bit that makes me nervous is that the technical guidance says 'if the start date stays the same', but doesn't say it will be the original start date and the actual start will be 1st Aug..  I assume I code as below? We have sort guidance, but the response was to follow the provider support manual . Thanks

Scenario 2: Learner is continuing the same learning aims with a different provider.

Fields and values:

  • Learning start date is the date on which the learner restarts the learning aim (or date of merger or take-over, if applicable) - So 1dt Aug 2024

  • Original learning start date (from August 2013) data is returned if known for mergers or take-overs

  • Learning planned end date is the new planned end date for the learning aim

  • Funding adjustment for prior learning is the proportion of the learning aim still to be delivered (non-programme aims only)

  • Restart indicator (Learning Delivery FAM) use code RES1

  • National Learner Monitoring (Learner FAM) use code NLM17 

But also PMUKPRN (pre-merger UKPRN) and keeping the original, full TNP (as mentioned in the technical guidance (although that is old now)

TECHNICAL GUIDANCE DOC Provider Mergers 223. If you have merged with another provider, resulting in continuing apprentices being returned under a new UKPRN, but with other data such as start dates and negotiated prices remaining the same, then we need you to record the information in a specific way so we can calculate the correct earnings. 224. This is because in this scenario the latest total negotiated price includes some earnings which were generated previously against a different UKPRN. This is funded differently from cases where the apprentice changes between unrelated providers, and there is a new negotiated price which does not include earnings from the earlier UKPRN. The 2 scenarios can look very similar in an ILR, so we ask you to use the Pre-Merger UKPRN (PMUKPRN) field to distinguish them. 225. To receive the correct funding for your apprentices for whom the UKPRN has changed due to a provider merger and for whom the price has not been renegotiated, you must follow the instructions in the ILR provider manual section called ‘A cohort of learners transfers to a new provider (due to a merger or conversion to academy)’. You must also record the Pre-merger UKPRN (PMUKPRN field in the ILR) for every apprentice that has changed UKPRN and whose price has not been re-negotiated because of a provider merger

I think I'd definitely be putting the pre merger UKPRN in... And, yes, I think it's conflating start date/original start date in that bit?
