Afraid so, yes...
All I'll say is this is (possibly) the last year of the 5% tolerance, so, depending on the rest of your cohort, you could take a proactive decision to say he doesn't have to, if that's in his best interests, without it costing you in two years time (the joys of lagged funding!).

I have a learner who has dyslexia. They have re-sat their English GCSE with all necessary and allowed support given. He has achieved a Grade 3 again. As he is about to start the second year of his programme of study, does he need to continue doing GCSE English?
