I think "yes"? Key thing will be getting "a signed letter or email confirmation from a local authority confirming the individual’s care leaver status"... Think I'd approach the conversation as "we *think* you'll be eligible for this, do you still have a contact at the LA?"
Be a damn sight easier if they were 18! Then para 101.2.3 kicks in for certain (although they'd still need to get the evidence from the LA).

Care leaver eligibility clarification

Hi all,
We have an apprentice that was put into care when they where 10 years old until they turned 15, then HGO, her foster parents are now her legal guardians and she is currently 17, I Think she is eligible for the care leaver bursary under 101.2.3 of the funding rules, but I would welcome your thoughts to confirm this before we have the conversation with the learner and gather the required evidence for claiming tis on the ILR.
101.2. A child in care is defined as:
101.2.1 An eligible child – a young person who is 16 or 17 and who has been looked after by a UK local authority / health and social care trust for at least a period of 13 weeks since the age of 14 and who is still looked after;
101.2.2 A relevant child – a young person who is 16 or 17 who has left care within the UK after their 16th birthday and before leaving care was an eligible child;
or 101.2.3 A former relevant child – a young person who is under the age of 25 who, before turning 18, was either an eligible or a relevant child.
