BiL Agreed By Employer But Not Apprentice

I have an odd situation (potentially) - can an employer and provider decide to put an apprentice on a Break in Learning without the apprentice agreeing to it?
We have an apprentice whose employer & skills coach strongly believe should be off sick from work and therefore the apprenticeship (as she is awaiting surgery and is apparently fairly unwell). However the apprentice is refusing to take time off sick and her HR Department have allowed her to continue to come into work (I assume she does not have an 'unfit for work' note form a doctor).
I have advised our team that the apprentice would need to agree to the BiL (as per funding rules) but I'm not sure that is the right course of action is this situation.
