English/ Maths L2 for apprenticeship - exam only?

We need some of our degree apprentices to take L2 exams because they do not have evidence of prior qualifications.  We know they are working above L2 from initial assessment and successfully completing L4 assignments, so they don't need tuition, just the exam.  

Would we include this as us 'delivering' L2, and thus trigger the £724 payment?

Since the exam is provided by an external awarding body, would this count as subcontracting?

Nope, nope, nope. You can only have the £724 if you deliver some learning, not just for the Apps sitting the test. You need to cover the cost (but at least your only expenditure is registering them with the Awarding Org).

And, no, it's not sub-contracting, in the same way that the EPAO you use isn't.
