Change of employer - App Service issue

Good afternoon,

I'm hoping somebody here may be able to help as we haven't had much luck with the helpdesk. We have an apprentice who has changed employer and the new employer wants to use a levy transfer to pay for the remaining costs. The issue we have run into is that the apprentice is on a standard that is no longer available for new starts. 

We cannot transfer the learners existing record to the new employer as they aren't paying and there is no way to flag the transfer as being levy transfer funded and we cannot create a new cohort using levy transfer as the standard the learner is on is not on the list of available courses.

Has anybody come across this scenario before and if so how/did you resolve it.
