Are you sure those learners don't have some other funded qualifications? That error should not trigger without one:

R108 errors for FM99

I have submitted the R13 ILR and I have 5 R108 errors 'Learner destination and progression record is missing'. However these errors are against FM99 (Multiply) and collection of this data is not required. How can I resolve this please?
