No, it's fine, the QAR will use the 23/24 R14 (which, I presume will have the same data in as you R13!), so the learner will still be there as finished.
In-year ILRs are purely for funding, there's only the R14 used for QAR, so 24/25 data won't be looking for it. ILRs aren't cumulative, each new one replaces the last one.

R13 withdrawal: cont in R01, disappeared in R02 - problem?

In a scenario where we are notified of a withdrawal in September 2024 and the last date of learning is in July 2024, we would report the withdrawal in R13 of 2324.
I've never really thought much further about it, but I'm wondering now if it's a problem for the learner to appear as continuing in R01 2425 and then mysteriously disappear from the ILR altogether in R02 2425. Our MI system will include in our ILR batch any learner with an active record. If the record shows they have no learning in 2425 (which it would after R13), then it would omit them from the batch for R02 2425. As we have reported them as continuing in R01 2425, should we be force including them in batch for the rest of 2425 to explain their disappearance?
I know it doesn't matter for funding, it's the consequences for the QAR that I'm trying to get my head around. Will they appear on the QAR report as a continuing learner that will eventually hit us as a timeout if I don't force include them in batch as a withdrawal for the rest of 2425?
