It should reflect the position on 31 July. The only exception being results that you've subsequently heard about where the learning/EPA stopped before 31 July.
So, eg, a bunch of classroom learners finished on 20 July, they were 2&8 in R13, but the results came in from the Awarding Org last week, so you can update them to 2&1 or 2&3 as required.
Or, an Apprentice finished their last EPA element on 4 August, that learner should *stay* as 1&8 in R14 and only be moved to completed in your 24/25 returns. The same applies if they go on a break on 10 August or withdraw on 5 September.
However, what you'll notice is, if you *do* return them as 2&1 with an AchDate after 1 August it's only a warning, not an error, so don't tie yourself in knots about it. Less sure about BILs and withdrawals after 1 August though...

Can anyone point me towards anything 'official' that explains how R14 should be coded?
I have 24/25 Achievers popping up in my ILR aswell as BILs and Withdrawals.
I could do with something to forward on to the developer of our MI system?
