Supported Internships/EHCPs

Colleague at another college has said they don't think a young person needs an EHCP to join a Supported Internship Programme. Thinking this through, I suppose of 16-18 they could in effect do a SI as a Study Programme, but once 19 without an EHCP they won't be funded. All .gov guidance tells me has to have EHCP for a SI. Anyone know any different?

I suppose my line would be "what's the difference between a badged SI and any given study programme that happens to have work experience as its core aim?" because the latter is certainly doable (just ask any former Traineeship provider!).

Not like a Supported Internship generates more money (to the best of my knowledge, anyway?), and, strictly speaking, there would be nothing stopping you putting a 19-24 w/EHCP on a mainly work exp programme that *wasn't* called an SI?
