I have recently started a new role and have identified that some employer incentives seemed to have been missed that relate to 23/24 year. As the ILR is closed so I am unable to add the payment record, I am assuming we should still make these payments even though the learners in question completed in the last QAR year.

Um, incentive payments don't have a payment record in the ILR? An auditor would just look at your finance system to check when you'd paid them out (and give you a tap on the wrist if it's not within the stated time).
