Apprentice Changed Employer But No New Agreement

We have an apprentice who left his original employer on 28/08/2024 and started with a new one the next day (29/08/2024) - he has only just told us about this change. The new employer is being a bit difficult and due to being 'very busy', cannot attend the signup meeting until next week (so late October).
Should we put the apprentice on a break in learning as of his last date of employment with the original employer (as this was the last time he was under an Apprenticeship Agreement)? Or should we add on the 30 days and then BiL him? Or should we just withdraw him and then restart?

My recommendation would be to place him on a BIL as from his last date of learning activity with you and then restart him with the new employer, remembering to extend his duration for his BIL time. you should not need to withdraw him as such.
