Learner with no EHCP but can't reach Func Skills expectations

Hello. Our organisation offers relatively low level, starting point apprenticeships in manual roles. Our Level 2 manufacturing apprenticeship has a requirement for Functional Skills L1 in Eng/Maths. We have a learner who failed everything at School, not academic at all, but is currently enjoying a practical job in the family business. His boss (and relative) wants to enrol him on our apprenticeship. We did an initial assessment and he is currently at the lowest entry level possible. To achieve the apprenticeship, we would have to lift him from entry level 1 to Level 1 to satisfy the funding rules because he does not have a recognised learning disability, difficulty or an EHCP. 

What can we do? We cannot take the hit and enrol him for free. Can I still attract funding if he cannot meet the minimum standard for Functional Skills? We do feel that he would be able to pass end point assessment because in this standard, its a practical test with an interview. He tried to enrol on a College course and was turned away (presumably because they also didn't think they could get him through 4 levels of Eng/Maths).

Problem is you'll not be able to put him in for Gateway without L1 FS, so, in a sense, it doesn't matter if he'd pass the EPA...

Would quite strongly advise trying to find another provider to help him with his English and Maths first? There might be online options or other local providers if the college is no use, maybe your local authority provider? They tend to offer low level E&M?

Or have him assessed by a SENCo. There must be a reason for his low level.
