Hi, can you help me determine whether I can use the recent F/S relaxation.
I have a learner, English is his second language, and he is studying a Level 2 apprenticeship, he has passed L1 Maths and attempted L2 Maths, however he is struggling to complete L1 English despite training & self-study. He has passed E3 English and his employer agrees he is able to complete his job and apart from the English he is Gateway ready.
I have contacted the ESFA help desk for advice, and they sent me a link to the funding rules.
In this instance is having English as a second language classed as a 'learning need'?

Sorry, no English as a second language is not classed as a learning need.
Traditionally, English as a second language has not been counted as a "learning need" on its own, it doesn't meet the definition of Learning Difficulty/Disability. Just going to have to keep plugging away I'm afraid...
