What is the physical evidence for 'meaningful progress'

In the 2024/25 Funding Rules it states that:

Meaningful progress is now defined in the evidence box

In the evidence box it states:

Where applicable, provide a justification (not retrospective) about how they have arrived at the judgement as to whether the apprentice has enough time to make meaningful progress towards level 2 English and / or maths. This must be judged at an individual level.

I am interested in what 'meaningful progress actually looks like in practice? How do other providers see this and/or evidence it?

[puts cynical hat on] I think it's a nudge and a wink to say it can be a bit longer than the three months it used to say... So, something from your Maths/English specialist saying learner struggled with L1, doesn't need L2 for the Standard they're doing now, needs to focus on their EPA etcetc.

Basically, just *something* that isn't just a blanket "only got 12 weeks left, rules say we don't have to" to give them an idea of why the App isn't on L2.
