In the Adult Skills Fund: Funding Framework (Part 1 - Guidance on the underlying policy) just released it refers to a change in prior attainment.  ESFA have removed prior attainment eligibility outside of legal entitlements.  The reason given for this is to encourage reskilling and upskilling.

I wanted to check how explicit this is.

If we have a resident who has previous passed an ESOL mode at another learning provider in the country but requests to take it again with us as part of a full qualification is that then permitted?

If we initially assess a resident as lower in an ESOL mode than what they have previously passed elsewhere can we put them through that mode again as part of a full qualification?
