Is the error coming up for learners that are past the end of their claim date? If so the below may apply and could be causing the error:

The Six-Month Rule

If the component learning aim is recorded as completed and no event aim has taken place, after six months (six months after the Learning actual end date of the component learning aim) record the programme aim as Completion Status = 2 'The learner has completed the learning activities leading to the learning aim', record Outcome = 3 'No achievement'. Against the component learning aim, record Completion Status = 2 'The learner has completed the learning activities leading to the learning aim' and Outcome = 1 or 3 'Achieved' or 'Not Achieved' in the Outcome field.

Leah Liston Did you ever get a solution to this? I've just coded our learners who are NOT 6 months past their end date as 1, 8 exactly as the guidance says and of course it doesn't like it, because validation rules only exclude FM36 and FM99 apprenticeship programmes from having a continuing status and an end date (CompStatus_02).

Going to ask the helpdesk, but wondering if you had an answer?

For anyone finding this in the future, the answer was right there in the guidance, but being used to a similar status for apprenticeship programmes, I did not see it! Thanks to DFE helpdesk for pointing out that the status is to be 1, 8, but the actual end date should NOT be returned. This should mean that CompStatus_02 would not be triggered. Haven't tested to see if 1,8 by itself works, but am hopeful.

UPDATE: It works. Validation rules CompStatus_05 allows it.
