withdrawn app returns to same employer, AS RPL not accepted

So we have an apprentice who left her employer after 21 months on program, has since returned to same employer, with only 3 months remaining, all funds apart from completion used, has completed 526 of 557 OTJ min hours. When trying to add onto the Apprenticeship Service it wont accept the RPL OTJ of 31 hours, this being more than enough time to complete 1 element that remains before gateway. Any ideas how to resolve this?
