Hi,
We currently have a learner onboarding who is from the British Virgin Islands. I am checking her eligibility and she has only been here for 2 years. She is a UK national and has a UK passport. Do I treat her as someone who was born here or is she ineligible due to the 3 year rule.

British Virgin Islands is a British Overseas Territory, so counts as UK.
