Hi there, 

I am wondering if anybody can offer some clarity. 

Regarding the Milestone 1,2 & 3, i understand there is nothing manual to do to claim it on the ILR however, what is considered an M2 & M3?

If a learner has completed but result is not yet known, would that be considered M2 or M3?

Or if a learner has completed and achieved with an achievement date, is it the achievement date that triggers the M3 payment and there for the actual achievement is M3?

 

I hope this make sense.

Our contract with the GLA tells us what the evidence requirements are for each Milestone.

Do you have this sort of documentation to follow?

Hi there, from the ILR perspective

For M2 completion we use '2.1' in the main aim plus we have a Z00xxxxx code on other learning aim for the interview/new plan; plus 2.8 for the programme aim.

When they achieve M3 we use 2.1 with an achievement date on the programme aim

You do need to manually claim milestones 2 and 3 in the ILR - m1 is the only one that's automatic.

For milestone 2 learners need to have both completed the learning and then either an interview or whatever the other requirement is (per your contract). You need to add a new learning aim for the interview and update that, the original component aim and the programme aim. They don't need to have achieved the programme aim (i.e. for us that's job offer) at this point.

For milestone 3 as Jenny said it's an achievement date on the programme aim.

Hi Emma, 

We are having a Milestone 2 claim problem on the ILR.  For a participant who have completed the learning and has had an interview (but no job offer), this is not being picked up in the occupancy report.  We have the following setup on the ILR:

Aim Seq 1: 1- Programme Aim / Learning Aim ZPROG001 / Completion Status 2 / Actual End date Date Interview Achieved / Achievement Date: Blank / Outcome 2 - Partial achievement

Aim Seq 2 - 3 Component Aim / Learning Aim Z0059760 / Completion Status 2 / Actual End date 29/03/2024 / Achievement Date: 29/03/2024 / Outcome 1

Aim Seq 3 - 3 Compontent Aim / Learning Aim Z0059747 / Completion Status 2 / Actual End date 27/09/2024 / Achievement Date: 27/09/2024 / Outcome 1

With the above set up it shows the participants on the Occupancy Report but no payment is made.

If on ZPROG001 we leave the Actual End Date blank or Fill in the Achievement date, with the interview date, it brings up errors and then removes those participants from the occupancy report completely.

If you have any wise words of wisdom they would be very gratefully received!

I have the programme aim as outcome 8 - "not yet known" in this scenario where there has been an interview but not a job offer. Everything else looks the same I think!

Have you put outcome 8 - "not yet known" after the 6-month window for finding a job has closed?

Technically we do know that the outcome has not been achieved.  However putting Outcome 3 - No Achievement on the Learning Aim, despite the component aim being Outcome 1 - Achieved does not trigger a Milestone 2 payment, hence why I selected Outcome 2 - Partial achievement (but this does not work either!).

Ah that's the difference then, most of ours are still within the 6 month window. I've had issues with that though when I've continued to submit outcome 8 after the 6 months - it creates an error however still allows claiming of milestone 2...

I remember a couple of previous discussions on this forum re how to adjust this at the end of the 6 month window as the guidance in the provider support document creates an error. I don't think anyone came back with a solution though! Personally I've just submitted with outcome 8 and associated errors to ensure milestone 2 payment for now, and it's on my to do list to resolve properly! Not the best solution sorry!
