Upgraded laptop - fundable?

Morning all,
We have an apprentice who has been recommended a laptop which will be funded through Learner Support funding. The apprentice wants to upgrade to a higher spec and fund the additional cost themselves.
Am i right in saying this wouldnt be allowed as it would fall under 'ineligible costs' in the funding rules?
Is there any way around this i.e submitting additional claims through EAS?
