Progression from Study Programme to Apprenticeship - E&M

Hi, we have some learners who started on a study programme (traineeship style), but funding is through a partner.  They have now progressed onto an apprenticeship directly funded with us, but need to continue FS - I know, that unless they have achieved FS, we will need to record them as part of the apprenticeship, so would we apply RPL even if we haven't directly claimed funding?  What is the ruling in relation to achievement for the partner who claimed funding for the study programme if they need to continue FS with us?  Would they record them as completing & not achieving (if they've taken assessments) or a withdrawal?  I have searched the guidance and can't find anything, so sorry for all the questions :).

You never apply RPL to E&M unless the learner is coming back from a BIL with you. Doesn't matter how much they have to learn, you still get the £724.

Partner will almost certainly record them as a withdrawal as they haven't finished their programme with that provider.
