Can a learner Skip a level in Functional Skills

Hi, we have a learner who has achieved Entry Level 3 English at another provider, we have assessed them and they coming out a working towards level 2. They may have been previously wrongly assessed, are we ok to add them to Level 2 or do they need to do level 1 first as this is the progression?

Put them on what you assess them as. No requirement for the learner to do L1 if they don't need it.
