Good afternoon,
If a learner holds a FS English qualification at level 2, hence they meet COF, and initially has wanted to progress further in the subject and work towards their GCSE. During the learning delivery period it becomes evident that this is not appropriate for the learner and the discussion is around removing them from the subject.
In this circumstance as COF has already been met, can I remove the GCSE aim from the ILR or would I need to withdraw them off the aim as learning delivery has taken place.
In the instance this has to be withdrawn would this impact our QAR as a standard fail even though they meet COF?

If there's been delivery, they need to stay in the ILR and be a fail and, yes, this will count against your QAR...
