Withdrawn and restarted learners and QAR metric

We have a learner who was meant to start in November but was not put onto DAS properly by the employer. They were then re-started in January. We were unable to change the start date as the length of time between the start date and end date was too short. The DFE help service advised us to withdraw the learner back to the November start date and re-enter the learner with a new start date. My question is whether the withdrawal will impact our QAR.

No, not if you withdraw back to the start date as the record will appear to show the learner wasn't on programme for 42 days, so it will be discounted from any QAR calculation.
