The programme weighting each learner generates towards the prog weight factor in two year's time is based on their core aim.
The HVCP is an additional amount of funding (on top of Prog Weighting) for learners who studied an aim on the list. As it says on the link, their overall Study Prog has to be at least 2 A Levels or a Voc qual over 360 hrs but it doesn't say that they have to be on 2 A Levels from the list which, I suggest, is where you might have got confused?
You can see from your Allocation Calculation Toolkit (Programme tab, column AV) which of your learners generated HVCP, so suggest checking that for students you know only did one "counting" A Level.

Hi - I wondered if you could help with two questions:
1. Student studying Engineering so PW = 1.65 are they also included or excluded from the HVCP total - so do you receive funding 'once' or 'twice' for them?
2. We understood HVCP qualification for Academic was 2 or more subjects from the qualifying list of subjects but I found this on the DfE link: https://www.gov.uk/guidance/16-to-19-funding-high-value-courses-premium
