Learners Missing From SLD but on the ILR

Hello guys,

I am hoping you can help me. 

I have a few learners who started March 2024 and ended May 2024, some are achieved and some are not and the ones who are achieved are not showing up when i submit the learner data and they are not withheld. I have been offered an explanation from PICS who have said, if they were achieved before hard close, they have no need to still be getting reported on the ILR.

Is this the case? 

 

Explanation that was offered is below: 

I can confirm that ever since 17/10/2024 at 09:55 (the morning of the close of R14 2023/24), N.C. has no longer been included in any ILR Exports for 2024/25.

However, there is no cause for alarm: the reason for it is that on 17/10/2024, N.C's aim outcomes were updated from "8: Not Yet Known", to "1: Achieved" (with a 04/05/2024 'Achievement Date').

What this means is that N.C's Skills Bootcamp programme was completed and achieved within ILR Year 2023/24 (and this was reported before the hard-close of the 2023/24 ILR Year!)

If N.C.'s achievement had been recorded even one day later, then the learner would still need to be exported in 2024/25 (and would still be appearing in your funding reports for 2024/25);

(Because PICS would then have forced those aims to "Always" export in 2024/25, despite them having 'ended' before the start of 2024/25; because at that point 2024/25 would have been the earliest possible ILR Year in which the the aims' updated "Outcomes" could be reported).

However, since all the aims were completed and achieved within the 2023/24 ILR Year (and this was successfully recorded before the hard-close of 2024/25); therefore there would be no need for PICS to continue to report those aims on the ILR in 2024/25.

If you review your ILR Funding Reports from R14 of 2023/24, I believe that all the expected earnings for N.C. would have been claimed at that submission period.

On the other hand, because T.V.N's programme and aims still have the 'Outcome' of "8: Not Yet Known" - therefore these are continuing to be exported automatically in ILR Year 2024/25, while awaiting further changes.
