Restart - New Co-Investment Rules Apply?

I have an apprentice who was withdrawn and is now returning to the same apprenticeship but with a new employer (not SME and not a levy payer). I will add the restart indicator to the new enrolments but not the original start date - will the original Funding Rules apply (that were in place in 2022/23 as this is when he originally started - and so the employer will need to co-invest) or will he be covered by the newer rules (no co-investment required as he is aged 19 and the employer is non Levy)?
