19+Apprentice Re-start - EEF 2?

I have a re-start who is now aged 19+ but was a 16-18 year old when he originally started (the same apprenticeship, same provider but different employer). His original employer was paid the first Additional Payment but then he withdrew before the second one was due.
Should I enter the EEF code 2 as he is a re-start - even though I am not entering the original start date as he is not returning from a BiL?
