Also, anyone who withdrew within the first 42 days is completely excluded.
BILs get Quite Complicated. Anyone on a BIL in R14 23/24 who doesn't return by R04 25/26 will count as a withdrawal in 24/25. Also, those returning from a BIL *do* count, it's just based on their new Planned End/Ach Date.
But, otherwise (!!!), yes this looks right. The Planned End in June/July, AchDate in Sept/Oct is definitely a thing, yes, so you will have w/ds in one year, achievements in the next...

QAR and cohort years

I am putting together projected QARs for the current year and wanted to confirm I'm working it out the right way.
Included in the current year
Withdrawals to date with a planned end date of practical period in 24-25
Achievers in 24-25 completing on time
Achievers in 24-25 completing past planned end date in earlier years
Excluded in the current year
Continuers with a planned end date in 24-25 but not yet reached EPA
Excluded completely from QAR
Learners on a BIL or have returned after BIL (excluded from leavers, retention and achievement rates)
Employer-funded apprentices reported on the ILR as non-funded
Is that correct? We have a slightly confusing pattern with autumn EPAs where our withdrawals for a cohort are counted against a different year than the achievements.
