If it was a levy employer they may have had insufficient funds in their account to cover the completion funding which will generate co-investment. Or if it is a non-levy employer (less than 50 employees) & if the apprentice was aged 16-18 (or 19-24 with an EHCP or were formerly in care) & they started before 01/04/2024 is the small employer indicator present?

Why would a payment have been deducted as Co Investment Payments for a learner that didnt have co-investment and has completed, so instead of receiving their 20% retention, I have had a deduction?
