Tailored Learning Funding / Category

I am relatively new to Tailored Learning provision and a bit confused by the Find a Learning aim funding & categories.
Ref: Z0060050 shows as Tailored Learning funded and in category 75 - non-regulated tailored learning. Fine, I am OK understanding this can go into the ILR as Tailored Learning.
Ref: 50051866 shows as Tailored Learning funded but not in a "tailored learning" category - only standalone or local flexibility category.
My question is, can ref 50051866 be record in the ILR as tailored learning?
Is it just the first ref is non regulated and the second is regulated?

So, yes, you *can* record a regulated qual as TL (there are (were?) a small number of Local Authority providers that *only* have TL) but I'm not quite sure why you'd ever want to if you have "normal" ASF as well?
