In a sense it doesn't particularly matter (he says, realising he shouldn't really say things like this)...
Overdue breaks only kick into QAR and AAF for Programme aims, not component aims, so, how to put this, no one will ever notice.
However, if you want nice tidy data, then I'd pull the whole pre-BIL programme through into 24/25 and then mark the FS aims as w/d with the same act end date.
(There's actually fairly strong arguments for always pulling earlier parts of the programme into the current year's ILR, not least so the indicative funding reports are slightly more accurate)

Return from BiL with no Functional skills

Hi there
We have a learner who went on a BIL in 2023/2024 and returned in 2024/2025. When they went on a BIL, they were doing functional skills; however, on return from the BIL, it became optional as they were 19+ and they decided not to continue & therefore they were not restarted on FS.
Consequently, the FS learning aims are still on 6.3 from 2023/2024. So do I withdraw them from the closed ILR for 2023/24 and force export into 2024/2025 or do I restart and withdraw on the same date in 2024/2025?
