Condition of Funding - EHC and GCSE Maths

Hi,
I currently have an 16-19 EFA EHC student who has a grade 3 in GCSE. He has not been assessed as exempt from Maths (But has been assessed for English). My interpretation of the COF table is that even though he has a GRADE 3 in GCSE MATHS, EHC becomes the default to confirm what he should be studying. As there isnt any further clarity on the COF, can anyone confirm? Thank you

Hi Aashish Dhruv,

If they have not been assessed as not being able to study towards a maths qual by your SEND team then they would need to study Maths to meet COF. Having an EHC is NOT the only criteria for an exemption.

Exemption for students with an EHC plan

There are a small number of SEND students with an EHC plan who are not able to study towards any qualifications. These students can be exempted from studying qualifications, but institutions should still include literacy and numeracy in their programme at an appropriate level and mode of delivery.

Institutions must consider all exemptions on a case-by-case basis. There is no blanket exemption for all students with EHC plans at an institution. Assessments for exemptions must be authorised by an appropriate professional in the institution, such as the head of SEND or student support. The assessment should be structured and documented. We do not expect to give further detailed advice on the format or on who should carry out the assessment. This is for institutions to decide. We will monitor exemptions from the data that institutions submit rather than on an individual basis.

Institutions should keep evidence that justifies their decision that a student is exempt. This information must be available to auditors appointed to test the use of DfE funding and to Ofsted inspectors.

Thanks Phil,
Given that he doesnt have an assessment, I was looking to see if he can instead complete a Functional Skills Maths programme (EHC Plan with NO assessment), rather than a GCSE, given his EHC status. But the grade 3 in GCSE throws me off as to whether he should complete a GCSE to meet the COF. I'm specifically looking at 'Table 1'

If the total planned hours for the overall programme is 580 hours+ and the learner has a grade 3, they must enrol on the GCSE to meet COF.

If your programme is less than 580 hours, I believe this class’s the programme as PT and therefore you can enrol them on the FS if that is the better route.
