Leave Outside the Rules - Study Programme

Hi all
We have a learner that has only been in the UK for a couple of weeks and is a refugee. They have an e-visa with a status of "leave outside the rules" which I have never seen before.
Having looked at the funding rules I cant see anything in there about this.
Has anyone else ever seen this status before?
