Adult learner retakes

Hi all,
I can't for the life of me fathom what the best course of action should be here, so hoping someone could guide me.
We have an adult learner who has 92% attendance on his FT course, but has failed several units despite many, many attempts. He is keen to continue to try and complete the course, but I'm trying to work out whether we can draw down any further funding based on the fact that he's technically failed this year, but has a near perfect attendance % (which I would normally base the funding reduction on).
Could he retake the course next year with a significant funding reduction in order to try to pass, or should we simply non-fund him for the remaining period? Trying to do what's best for the learner and encourage potential progression whilst not being of massive detriment to the college.
Any advice massively appreciated.

If he is still attending and he hasn't passed then, yes, you can have all of the money again. You'd only need to reduce on a unitised course where, say, he'd passed modules 1 & 2 but not 3, 4 & 5. Adult Classroom does not have the same RPL rules as Apps.
