ESOL Learners and Learning support funding

Hello all
Im sure this is a really obvious question! Ive read the rules and its not clear so wanted to check.
Can we claim LSF for learners who have English as a second language? I know this isnt an ALN or health condition so wanted to clarify. I know they are classed as 'vulnerable' learners due to this but didnt want to automatically assume this allows us to claim LSF for them.
Many Thanks
Sam

No, you cannot claim Learning Support purely because English is the learner's second language, they need an identified issue which is different to the rest of the class.
You *can* still claim the ESOL top up if you're teaching the group more than the Ofqual hours though.
