Hi Steve, thank you for getting back to me. I thought that was the case but with the R10 data being published and the uncertainty I was a little confused and wanted to double check.
I have never had to do this before, so I'm guessing I would simply add new aims with the same information showing the continued break in learning. Have you used a date in this funding year as the start date or kept the original on the new aims?
(Sorry if that's a stupid question)
Craig Roper as you have indicated that the BILs in question have been over a year; depending on the dates of the aims they may already be considered as withdrawals from the point of view of QAR.
As per the tech guidance on overdue planed breaks in learning:
If a learner does not have a restart record ( a learning aim with a completion status of 1 with the restart flag) in the current funding year or the funding year following the later of the Expected or actual end date of the BIL'd aim then they will be regarded as a withdrawal for QAR stats regardless of whether they eventually return or not.

This was introduced a number of years ago to stop manipulation of success rates by putting learners on BILs rather than withdrawing them.

sorry to jump on this thread but i am trying to find info on the year first reported completed. If you have a learner on break at present who is not coming back and you report them as a withdrawal today what year do they go into on the QAR. Do they go into 2425 as r14 not closed or do they go into 2526?

So, if someone is *currently* on a Break (and has been since before 1 August) and it has been determined today that they are not returning, you need to change their completion status from 6 to 3 and submit it in your R13/R14 ILR.
The year of the QAR they affect will depend on whichever of their Planned and Actual End Date is later.
the year first reported completed becomes hybid thiugh if its later than the others and in this case it is? so if we are first reporting as withdrawn as it will change the 6 to a 3 then will the year first reported as completed be 2425 or 2526 as today is actually 2526 even though we haven't closed 2425 yet ?
