Level 3 Entitlement vs FCFJ - 2 A Levels

Hi all,
When using Level 3 Entitlement for an A Level learner, how many subjects with the LegalEntitlement L3_FundingAvailable must they have?
I do know if a learner achieves 2 full A Levels they have a Full Level 3 Qualification (prior attainment) but I cannot find anything to confirm a minimum amount of subjects when initially enrolling.
Therefore, our enrolment scenario is we have a student who wants to do 2 A Level subjects. They would qualify for both Free Courses for Jobs and Level 3 Entitlement but I'm not confident which way to fund them.
