I mean, in both of these very specific situations, I doubt the learners in question have any intention of leaving the UK, so I don't see why you wouldn't ask if they intend to extend and then take their word for it? There's not limit to BNO visa extensions:
British National (Overseas) visa: Extend your visa - GOV.UK
and Ukrainians *can't* apply until 28 days before their current visa expires:
Applying to the Ukraine Permission Extension scheme - GOV.UK
So, yes, I'd fund learners in both of these circumstances.

e-visa expires before end of adult skills course

Hi everyone,
We are seeing quite a few e-Visa's with the Ukraine extension scheme or Hong Kong British National Overseas status that have a Valid Until/Expiry date that does not cover the whole of 2025/26.
The adult skills fund guidance says that if the visa is limited length then we may 'at our discretion' fund the learner where we have a high degree of confidence that a learner intends to (and will be eligible to) renew their visa.
At the moment I am saying that if the e-Visa doesn't cover the full course then the learner is not eligible to enrol on that course.
I am wondering if other providers would fund at their discretion those under Ukraine extension scheme or with a Hong Kong British National Overseas visa?
