Level 2 Classroom to level 2 apprenticeship in same subject

This may be a bit controversial, but is there ever a case where we could fund a Level 2 apprenticeship, in the same subject as the learner has achieved a full level classroom/ FE based course? We have a couple of cases on a particular course, where the employer and learner are adamant that the learner needs to complete the level 2 apprenticeship, before moving onto the level 3. The skills scans indicate this as well. We would not normally consider this, as they should have the same level of KSB from the FE course, but in this case the apprenticeship is much more in-depth. Both employers are on the trailblazer group, so know the Standard well. There would obviously be reasonable RPL, but I don't think it would possible to fund... Thoughts please?

If you've got the skills scan and are making an RPL adjustment and there's still enough to deliver over the minimum period then I'd say it's just about fine? As you say the App is more in-depth than the classroom, so I could see an argument for it being OK? Would probably want a more in-depth skills scan than usual to give yourself peace of mind?
