Using an AS reservation

I feel like this should be a simple query but I have asked three people (including AS Support) and got three answers!

We have a funding reservation for a learner with a start date Sep 2025 to Nov 2025.

The learner has started their apprenticeship and their first date in learning was in September 2025.

1. Is there a limitation on when we need to add the learner to AS and get them approved by the employer?  
Does the reservation expire if not converted to an actual AS record within a certain timeframe?

2. Is there a limitation (outside the usual timeliness guidance) as to when the start should be reported in the ILR?

I will warn that you do often have to read a few and combine them together to get a full picture of what to do, as they are VERY specific to small parts of the process, and we usually need to know the next few steps, not just the next step.
