Repeaters and break in learnings

If an apprentice goes on a break in learning and returns but has previously needed to repeat a year, can we put their new planned end date upon to return to include the repeat?
If they failed the year, would the repeating year be classed as new learning as they didn’t achieve those relevant KSBs etc?
Otherwise, would that mean we need to put them on a break in learning for the duration of the repeated year, so that we don’t claim funding and expect OTJ logs?
