GLA/ASF Learning Support Funding Clarification

Can I please have some clarification. I am used to LSA's being paid for through our monthly ILR claim. So you claim for example we claim the bog standard £150 per month for each SEND learner. Their salary is then topped up generally by our overheads.
I am now being told that this is no longer the process and LSAs simply need to be paid for from the allocation from the GLA only. Which means I am now being told I can only recruit 1 LSA as opposed to the 4/5 that we need.
Is this right? I know things are tight but surely LSA are still paid for separately other wise there would be no point in logging their time on the ILR. Surely the £150 per month hasn't vanished??
