OK, this is probably straight forward? So, the precise definition is:
For starts on or after 1 August 2024 (LearningDelivery.LearnStartDate >= 2024-08-01) and where learning delivery category is not 37 and are Adult Skills Fund funded (LearningDelivery.FundModel = 38), for learners aged between 19 -23 at the start of the aim ((LearningDelivery.LearnStartDate - Learner.DateOfBirth) >= 19 years and <=23 years), for aims that are level 2 or below (LARS_NotionalNVQLevelv2 = E, 1, or 2 where LearningDelivery.LearnAimRef = LARS_LearnAimRef), full funding cannot be claimed if the learner is not earning below the earnings threshold
The key thing here being the bold bit. Have you flagged them as LDM 391 *as well as* BSI 4? This was a change last year after all the faffing with the Unemployed definition vs Earnings Threshold which means we need the 391 in the records, not just the Benefit info.

I wonder if you could please help me with my query. I have the following ILR error which I do not know how to resolve this and I am wondering if you could please help me.
Rule Name: LearnDelFAMType_123 and Error Message: The Full funding indicator is not valid for this learning aim
This learner is 19 year old and is unemployed and claiming benefits (UC) - but the postcode is outside the devolved area
I have applied the Full funding indicator as (FFI) as I believe that as unemployed and claiming benefit, that makes this learner eligible for full funding?
I am not sure if I have missed anything here in terms of the guidance: please let me know if you are able to help.
